El canciller de Rusia Sergey Lavrov visited four countries of América Latina, including Brazil, Venezuela, Nicaragua and Cuba, with the proposal to «strengthen mutually beneficial cooperation» between these countries and Russia, según indica el Kremlin. In an interview with Rafael Romo, Cecilia Tornaghi, editor of Americas Quarterly and senior policy director of the Americas Society/Council of the Americas commented on these meetings.
